The new authorities have closed major IDP camps in North and South Kivu provinces, forcing people to return to unsafe and contested areas, often to find their homes and farmland occupied while local tensions worsen. Due to access and funding constraints, the humanitarian response operates largely in the dark: there is very little real-time data on the needs of displaced people and the risks they face on return. Traditional feedback channels have collapsed: suggestion boxes are monitored, community gatherings are banned, and fear of surveillance silences people. Even before this crisis, displaced people distrusted traditional feedback mechanisms.
